Back on October 3, 2008 we wrote about the progress of the ecoENERGY Residential Retrofit program during it’s first 18 months using preliminary summary data provided by Natural Resources Canada.
A few days ago we received the detailed numbers. And, they are interesting indeed.
We would like to sincerely thank the Media Relations arm of Natural Resources Canada for providing this information.
Now, the first aspect of interest to us is the level of participation. Why? Well, for any governmental sponsored residential energy conservation program to be effective it needs to encourage significant participation of the target population.
What good is a program which only attracts the voluntary participation of a minute percentage of the entire target population? Better than nothing? Sure. Dramatic and substantive impact? Hmmm.
So, after 18 months (April 1, 2007 to September 30, 2008), here are the participation results:
- Pre-2000 Built Homes in Canada:
- 9,991,450
- Homes Completing the First (’D') Energy Audit:
- 185,976
- 1.9% (of all pre-2000 built homes in Canada)
- Homes Completing the Second (’E') Energy Audit:
- 43,202
- 0.4% (of all pre-2000 built homes in Canada)
- 23.2% (of home completing ‘D’ energy audit)
Below is the summary of the participation in the first or ‘D’ energy audit component of this program, by Province and Territory, over the first 18 months of the program, again ending September 30, 2008 (NOTE: The number in bracket beside the name of each Province / Territory indicates it’s relative participation rank)

By far, the Province of Saskatchewan has the highest participation rate of any Province or Territory. Ontario? You have the largest number of eligible homes yet you are only 5th highest in participation. Why?

While Ontario has only the 5th highest paticipation, it ranks first on the relative completion of the second or ‘E’ energy audit which is where the energy conservation improvements are identified and the Federal (and any applicable matching Provincial) grants are awared to the home owner.
